Witness Account
Dumbbell shaped object slowly moving back and forth and spinning Saw what I thought was a helium no ‘1’ balloon but could have been a dumbbell shape. Continued watching it to see if it would fall in the local park but there was no string and as it got slightly closer it seemed more like a dumbbell shape. It moved closer and further and spun slowly then moved away into the clouds in around 2 mins
